3. Organisation 3.1 Council The governing body of the Association, known as the Executive Council, derives its authority from the constitution. The Council comprises the following officers:
President plus a representative of each technical division, of which there are at present four (4), namely Civil, Electrical, Mechanical and Chemical. 3.2Committees Council has the authority to establish committees to carry out the various activities of the Association. The standard committees include: Membership Committee To assess membership applications and make recommendations to Council, and to assist in the ongoing review of the Association's membership requirements. Education and Training Committee To establish, formulate and disseminate the Association's policy on matters of education and training. Annual Technical Conference Committee To organize the Association's Annual Technical Conference. Journal Committee To publish the Association's Journal. This is a refereed technical journal. Career Guidance Committee To develop career guidance programmes and material, and to carry out career guidance activities for the Association. Newsletter Committee To publish the Association's newsletter, PEN, which is the primary channel of regular communication between the Council and the members of the Association. Ethics Committee To consider matters relating to professional ethics which are brought to the Association for resolution. Constitution Committee To advise Council on matters relating to the Constitution, including the framing of constitutional changes to give effect to the wishes of the membership as expressed at general meetings. Public Affairs Committee To initiate and coordinate the Association's response to public issues affecting the engineering profession. Safety Committee To address matters relating to public safety which are brought to the attention of the Association. Recruitment Committee To develop strategies and programmes aimed at attracting members to the Association. In addition, as the need arises, ad-hoc committees are established to carry out short term tasks and assignments. 3.3Functioning of Committees Each committee has a chairman who co-ordinates the meetings and activities of the-committee. In addition, if the chairman is not a member of Council, a member of Council is nominated to liaise between the committee and the Council. The Association has prepared guidelines which prescribe the operations and accountability of the committees. In addition, terms of reference exist for each committee. These are reviewed on a regular basis to ensure that they remain relevant and appropriate. It is the policy of the Association that the deliberations of all the committees, except those which by their nature need to maintain confidentiality, are open to all members. Typically the exceptions are the Ethics Committee and the Membership Committee. Members are invited to volunteer to serve on the committees, and the Association is committed to ensuring that all members who desire an opportunity to participate. |
